Ashira studies how innovation becomes “ready” within policy and economic systems, with a focus on aerospace and infrastructure

As a Visiting Scholar at the George Washington University Space Policy Institute, my current research examines how stakeholder readiness shapes the adoption of emerging aerospace technologies, including hydrogen aviation and spaceport development. This work explores how policy frameworks, market expectations, and institutional incentives influence when and how new technologies move toward implementation.

My work centers on three core questions:

  • Readiness and Adoption: When is a technology considered ready—and by whom?

  • Policy and Incentives: How do regional and national policies accelerate or constrain adoption pathways?

  • Economic Optimism and Expectations: How do visions of future growth shape investment, infrastructure, and participation in emerging technology sectors?
